Directorate of Works and Physical Planning

The Directorate of Works and Physical Planning at Emmanuel Alayande University of Education (EAUED), Oyo, is responsible for the planning, development, and maintenance of the university's physical infrastructure. The directorate oversees campus master planning, construction and renovation of buildings, maintenance of roads and utilities, and supervision of contractors and consultants. It also handles budgeting and resource allocation for all infrastructure-related projects.

The current and Pioneer of this directorate is Engr. Jimoh Akintunde Bello, FNSE, a seasoned engineering professional and infrastructure development expert currently serving as the Director of Works and Physical Planning at Emmanuel Alayande University of Education, Oyo (EAUED). Under its leadership, the directorate has recorded notable achievements, including the completion of several classroom and laboratory blocks, upgrading of road networks and drainage systems, expansion and renovation of staff and student hostels, and the introduction of sustainable building practices and energy-efficient infrastructure.

The Directorate of Works and Physical Planning at Emmanuel Alayande University of Education (EAUED), Oyo, acts as the primary agency for the university’s physical growth and infrastructural upkeep. Since the institution’s upgrade to a full university, this directorate has been responsible for transforming the Erelu campus to meet international academic standards.

1. Key Leadership

The directorate is led by the Director of Works and Physical Planning, Engr. Jimoh Akintunde Bello (FNSE). As a Fellow of the Nigerian Society of Engineers, Engr. Bello oversees a multidisciplinary team of architects, civil/structural engineers, electrical engineers, and quantity surveyors.

2. Core Strategic Functions

The directorate’s responsibilities are divided into two main areas: Physical Planning (Future) and Works/Maintenance (Current).

  • Master Plan Implementation: They ensure that every new building—whether a lecture hall, laboratory, or office—fits into the university’s long-term "Master Plan." This prevents haphazard construction and ensures proper zoning.

  • TETFund & Capital Projects: The directorate is the technical link for TETFund (Tertiary Education Trust Fund) interventions. They prepare the designs and technical documents needed to secure funding for major university structures.

  • Project Supervision: They act as the "eyes" of the Vice-Chancellor on construction sites, ensuring that contractors use the right grade of materials and stick to the approved architectural designs.
  • Utility Management: This unit manages the university’s power grid (including transformers and industrial generators) and the campus-wide water reticulation system (boreholes and treatment plants).

3. Internal Structure

The Directorate is typically organized into specialized units to handle technical tasks:

  • Civil/Structural Unit: Focuses on roads, drainage, and building stability.
  • Electrical Unit: Manages campus lighting, power supply, and telecommunications infrastructure.

  • Mechanical Unit: Handles the university’s vehicle fleet and heavy machinery (like pumping stations).

  • Quantity Surveying Unit: Responsible for cost estimation, ensuring the university doesn't overpay for construction materials or labor.

4. Recent Achievements

Under the current leadership, the directorate has successfully overseen:

  • Completion of modern Classroom and Laboratory blocks.
  • Upgrading of internal road networks and drainage to prevent campus flooding.
  • Renovation of Staff and Student Hostels to improve living conditions.
  • Implementation of sustainable energy practices to reduce the university's carbon footprint.
